Arrivato alle 9.30 in quartiere a bordo di una motovedetta della Capitaneria di Porto-Guardia Costiera, il ministro si è subito diretto verso il nuovo padiglione B, disegnato da Jean Nouvel, dove ha assistito alla cerimonia del picchetto d’onore e dell’alzabandiera, che ha ufficialmente aperto la manifestazione.
Insieme a lui i presidenti di Fiera di Genova e UCINA, Paolo Lombardi e Anton F. Albertoni, organizzatori della rassegna, oltre al sottosegretario del ministero delle Infrastrutture, senatore Roberto Castelli e al sottosegretario alla Difesa, onorevole Guido Crosetto. Presenti anche il presidente della Regione Liguria, Claudio Burlando, il presidente della Provincia di Genova, Alessandro Repetto e la sindaco di Genova, Marta Vincenzi. Ministro e autorità si sono poi spostati a Fieracongressi, dove si sono tenuti i discorsi inaugurali.
Nel suo intervento il presidente di Fiera di Genova SpA Paolo Lombardi ha sottolineato con orgoglio come la società stia completando con successo il Piano industriale 2004/2008, che prevedeva la realizzazione del nuovo padiglione B in tempo utile per essere utilizzato in questo Salone. “Il quartiere si trasforma anno dopo anno per venire incontro alle esigenze delle imprese e in particolare di quelle della nautica. I nostri asset fondamentali sono le strutture espositive (300.000 mq fra aree al coperto, marine attrezzate e piazzali), l’affaccio sul mare e la città di Genova, tutte caratteristiche che fanno della nostra Fiera un quartiere unico al mondo. Il nuovo B e la darsena nautica, le due maggiori novità di quest’anno, ci aiutano a presentare al meglio la produzione mondiale in questo campo”.
Riguardo allo sviluppo futuro, Lombardi ha sottolineato come per valorizzare questo patrimonio, immobiliare ma non solo, sia necessario avere certezze sui regimi concessori: “Oggi non le abbiamo e la preparazione del 48° Nautico è risultata inutilmente costosa ed esposta a rischi, oltre al fatto che l’importante progetto dell’albergo non riesce a procedere in modo spedito. Occorre assicurare le certezze concessorie di lungo periodo, incardinare la trasformazione del quartiere nella progettazione urbanistica complessiva della città e collegare il territorio che la Fiera promuove con il resto della regione Italia e con il paese Europa”.
Dal canto suo il presidente di UCINA Anton Albertoni ha rivendicato i successi della nautica italiana, che in cinque anni ha più che raddoppiato il proprio giro di affari e si è affermata leader nel mondo. “Il mercato della nautica oggi ha bisogno di un chiaro segnale politico, ed è questo che UCINA oggi chiede al Governo, che già in passato ha dimostrato di credere nel grande contributo che questo settore può dare allo sviluppo dell’economia nazionale”.
Sono tre secondo UCINA le linee di intervento da promuovere: “La portualità turistica, in particolare nel Sud Italia, dove abbiamo individuato 39 mila posti barca ottenibili senza nuove infrastrutture ma riutilizzando spazi già esistenti nei bacini delle Autorità Portuali e nei porti sottoutilizzati; una nuova legge sulla locazione, che semplifichi le procedure per chi vuole affittare una piccola barca; un provvedimento per il settore dei superyacht, in cui l’Italia è leader mondiale (oltre 51% delle navi prodotte sono made in Italy) ma in cui il 99% delle navi sceglie di non avere bandiera italiana”.
Il presidente della Provincia di Genova Alessandro Repetto ha ricordato le iniziative in favore della nautica, dalla nascita dell’Accademia Italiana della Marina Mercantile, che presto aprirà una succursale in Sicilia, all’assegnazione a Genova della scuola internazionale dell’IMO, l’agenzia marittima delle Nazioni Unite dedicata alla safety, security e protezione ambientale, all’accordo tra Provincia, Accademia e Istituto Nautico San Giorgio per l’inserimento di un indirizzo per il diporto nelle ultime classi e la costituzione di un corso post maturità per i comandanti di yacht oltre i 14 metri.
La sindaco di Genova Marta Vincenzi ha dichiarato come le trasformazioni della Fiera si inseriscano nel progetto complessivo di riorganizzazione della costa: “La co-pianificazione di concerto con l’Autorità Portuale sta mettendo in relazione con efficacia porto e città. Il Comune deve approvare nuovi strumenti urbanistici per trovare una mediazione: la Fiera è un punto della città tradizionalmente votato all’infrastutturazione ma rappresenta anche l’inizio della costa “naturale” che prosegue verso Levante”.
Il presidente della Regione Liguria Burlando ha voluto ricordare come oltre ai 1.500 espositori presenti al Salone ce ne siano altri 200 che vorrebbero venire ma non possono, per carenza di spazi. “Il Salone comunque resterà a Genova a lungo, dopo l’intesa raggiunta tra Fiera e Ucina nel 2007, quindi possiamo lavorare con tranquillità senza timore di perderlo. Mi preoccupa invece la situazione internazionale, che secondo me non sarà di breve durata, bisognerà fare i conti con i nuovi soggetti entrati in campo. La nautica a mio avviso deve guardare al mondo asiatico, un’area che inizia a consumare, non solo a produrre”.
La Liguria secondo Burlando può svolgere un ruolo importante per lo sviluppo della nautica, “grazie ai nuovi porticcioli di Sestri Ponente, Pegli, Vado Ligure nell’ambito del progetto Maersk e soprattutto La Spezia, dove non vogliamo mandare via la Marina ma ragionare con lei sul riutilizzo di certi spazi, penso soprattutto al progetto Marinella che può mettere insieme ricettività, cantieristica e nautica sociale, facendo leva anche sulla facoltà di Ingegneria nautica”.
Lodi alle imprese italiane sono arrivate dal ministro Scajola: “Il successo del Salone Nautico dà lustro e prestigio alla Liguria e all’Italia perché mette in mostra l’eccellenza della nostra produzione nautica, i traguardi raggiunti dalle nostre imprese in materia di ricerca ed innovazione tecnologica: la nautica è un gioiello della nostra industria, in grado di realizzare ottimi risultati in Italia e all’estero”.
Secondo il ministro le prospettive mondiali per il prossimo futuro presentano alcune incognite, soprattutto a causa delle difficoltà finanziarie, della riduzione del credito, della debolezza del dollaro e della volatilità delle materie prime: “Sono certo che le aziende del settore sapranno affrontare e superare queste nuove sfide, cogliendo le opportunità offerte da nuovi mercati come la Russia e l’Asia”.
Scajola ha ricordato gli interventi del Governo in settori di interesse per la nautica: il programma di incentivi all’innovazione, il varo del regolamento di attuazione del Codice della nautica da diporto, l’introduzione della patente nautica per i disabili. Il Governo, dice Scajola, intende valorizzare il ruolo strategico dell’industria nautica quale volano per lo sviluppo del settore turistico nel suo complesso.
Al termine degli interventi, Scajola e Albertoni hanno firmato un accordo di settore per lo sviluppo di sinergie e interventi a sostegno dell’internazionalizzazione della nautica da diporto. L’intesa operativa fra UCINA e Ministero vede il supporto tecnico dell’Istituto nazionale per il Commercio Estero e ha un valore complessivo di 400.000 euro, cofinanziati da UCINA e ICE. Sono intervenuti anche Umberto Vattani, presidente ICE, Gianfranco Caprioli, direttore generale per l’internazionalizzazione del Ministero dello Sviluppo economico.
Ospiti di oggi del Salone l’editore Paolo Berlusconi, l’allenatore della Nazionale Marcello Lippi, grande appassionato di barche e pesca, la plurimedagliata olimpica Alessandra Sensini e un altro protagonista di Pechino 2008, Andrea Minguzzi, medaglia d’oro nella lotta grecoromana, categoria 84 kg.
Il Salone oggi è stato palcoscenico televisivo in diretta a livello nazionale già a partire dalla mattinata con Raisport più, Rai tre, Dribbling e Linea Blu di Rai Uno.
Gli appuntamenti di domani
Si parte alle 10 al Teatro del Mare con la presentazione di Adriatica – porti del Mediterraneo con Patrizio Roversi . A seguire, alle 12.30 al Teatro del Mare, si terrà la grande festa della vela azzurra., con il presidente federale Sergio Gaibisso, il team olimpico, le due medaglie Alessandra Sensini e Diego Romero e gli azzurrini delle classi di interesse federale.
Oltre ai due atleti di punta ci saranno la medaglia “sfiorata” Gianfranco Sibello, i finalisti olimpici Giulia Conti, Gabrio Zandonà, Francesco Marcolini e Edoardo Bianchi, Diego Negri e Luigi Viale; gli altri azzurri del team olimpico di Pechino 2008; e ancora il giovane Matteo Bernard campione europeo Optimist individuale e a squadre con Marco Benini, Guglielmo Cucchiara, Giulia Lantier e Carlotta Omari; le campionesse europee L’Equipe Sara Daccaché e Valeria Pauletti; i campioni europei juniores 470 Luca e Roberto Dubbini; la campionessa mondiale windsurf under 15 Catherine Fogli; la medaglia d’oro ISAF Youth del windsurf Laura Linares e tanti altri. Attesi molti ospiti, dirigenti federali, i filmati delle Medal Race olimpiche e tutte le foto dei protagonisti di una stagione indimenticabile.
Nel pomeriggio alle 14 la presentazione del libro “Una valigetta misteriosa e altre storie” di Vittorio di Sambuy, alle 15 la presentazione della Carthago, la ormai classica regata da Fiumicino a Cartagine. Alle 16 premiazione del concorso fotografico “Andar per mare”, a cura della Lega Navale Italiana, alle 17 presentazione dell’attività del Sailing Club della Sda Bocconi. In chiusura alle 18 premiazione del Campionato italiano endurance di moto d’acqua a cura della Federazione Italiana Motonautica. Il programma delle conferenze stampa vede alle 11 l’appuntamento con Assomarinas e alle 15 la presentazione dei dati relativi ai soccorsi effettuati durante la stagione estiva a cura della Capitaneria di porto – Guardia Costiera.

The Minister reached the Show at 9.30 am aboard a motor patrol of the Coast Guard and immediately headed for the new pavilion B, designed by Jean Nouvel, where he inspected the guard of honour and attended the flag-hoisting ceremony which officially opened the Show.
The Chairman of Fiera di Genova, Mr Paolo Lombardi, and the President of UCINA, Mr Anton F. Albertoni - the Show’s organisers - accompanied the Minister, the Undersecretary for Infrastructures, Senator Roberto Castelli, and the Undersecretary for Defence, Mr Guido Crosetto. The President of Liguria Regional Council, Mr Claudio Burlando, the President of Genoa Provincial Council, Mr Alessandro Repetto, and Genoa Mayor, Ms Marta Vincenzi, also took part in the opening ceremony. The Minister and the authorities then moved to Fieracongressi, where the opening speeches were given.
In his speech, Fiera di Genova SpA’s Chairman, Mr Paolo Lombardi, proudly underlined that the company is successfully completing its 2004/2008 Industrial Plan, which included the construction of the new pavilion B in time for the current Boat Show to be effectively held. “Genoa fair and exhibition centre keeps changing year after year to increasingly meet the needs of companies, particularly those operating in the marine industry. Our fundamental assets are our exhibition facilities (300,000 square metres overall including indoor areas, equipped marinas and outdoor spaces), our location just in front of the sea, and the city of Genoa – all features which make our centre unique at a worldwide level. The new pavilion B and the boat basin, this year’s two main innovations, help us display the world boat production at its best”.
As regards the future, Mr Lombardi highlighted that in order to further enhance these important assets greater certainty is needed with regard to leasing regulations: “Today we have no certainties, and organising this 48th Boat Show has been unnecessarily expensive and risky. Moreover, the ambitious hotel project has been considerably slowed down. Long-term and certain leasing arrangements need to be ensured, and the transformation of the fair and exhibition centre must be perfectly integrated in the overall town planning, to connect the local territory with the rest of Italy, meant as a "region", and Europe, considered as a country.
In his turn, UCINA’s President Mr Anton Albertoni proudly mentioned the great success of the Italian marine industry, which in five years has more than doubled its turnover and has taken the worldwide leadership. “The boating market today needs a clear political commitment, and this is what UCINA is asking to the Italian Government, which in the past already proved to be fully aware of the great contribution this sector can give to the development of the national economy”.
According to UCINA’s President, three main aspects should be promoted: “Marinas, particularly in the South of Italy, where we have identified 39 thousand potential berths which could be obtained with no need for additional infrastructures but by simply re-using pre-existing areas belonging to the Port Authorities and under-used marinas; a new law regulating leasing and simplifying the procedures required by those who wish to hire a small boat; and specific provisions for the superyacht sector, in which Italy is the world leader (over 51% of the vessels produced globally are made in Italy), but where 99% of the yachts chooses not to fly the Italian flag".
The President of Genoa Provincial Council, Mr Alessandro Repetto mentioned the initiatives taken in favour of the boating sector, from the establishment of the Italian Academy of the Merchant Navy, which will soon open a branch in Sicily, to the birth in Genoa of the international school of IMO, the United Nations maritime agency devoted to safety, security, and environmental protection, up to the agreement signed by Genoa Provincial Council, the Academy, and Istituto Nautico San Giorgio for the inclusion of a course devoted to recreational boating in the last years curriculum of the school and the creation of a higher education course for captains on yachts exceeding 14 metres.
Genoa Mayor, Ms Marta Vincenzi, stated that the transformations taking place in the fair and exhibition centre are part of the coast overall reorganisation project: “Co-planning activities in cooperation with Genoa Port Authority are effectively connecting the port and the city. The City Council has to approve new town planning tools in order to find a compromise: the fair and exhibition centre is located in a city district traditionally characterised by extensive infrastructures, but also marks the starting point of the "natural" coast extending towards the Eastern part of the region".
The President of Liguria Regional Council Mr Burlando reminded all participants that besides the 1,500 exhibitors currently taking part in the Show there are another 200 who would like to attend the event, but cannot, due to a lack of available areas. “The Show will in any case continue to be held in Genoa for a very long time, following the agreement reached by Fiera di Genova and Ucina in 2007, and we can therefore work confidently with no fear to "lose" it. I am however concerned about the international situation, which in my opinion will not be a temporary one; we will have to come to terms with new players at a global level. The boating industry, in my opinion, should open up to the Asian countries, which are no longer only producers, but are starting to become consumers too".
According to Mr Burlando, the Liguria region can play a crucial role in the development of the boating sector, "thanks to the new marinas in Sestri Ponenti, Pegli, Vado Ligure - as part of the Maersk project - and particularly in La Spezia, where we do not want to take the place of the local Marina management, but to discuss with them the possible re-arrangement of some areas - I am thinking in particular about the Marinella project, which can potentially combine the accommodation sector, shipyards, and boating in the social sector, also thanks to the Boating Engineering School".
Minister Scajola paid tribute to Italian enterprises: “The success of Genoa Boat Show is important and prestigious for the Liguria region and Italy as a whole, because it puts on stage the excellence of our boat production, and the great achievements of Italian companies in the field of research and technological innovation: the boating sector is a “pearl” of our industry and can achieve excellent results both in Italy and abroad".
According to the Minister, short-term global perspectives present some uncertainties, mainly due to financial difficulties, credit reduction, the weakness of the dollar, and the volatility of raw materials: “I am sure that the companies in this sector will be able to tackle and overcome these new challenges, and to take the opportunities offered by new markets like Russia and Asia".
Mr Scajola mentioned the actions taken by the Government on specific aspects related to the boating sector: the programme of incentives for innovation, the regulations for the implementation of the Pleasure Boating Code, and the introduction of boat driving licences for the disabled. The Government, said Mr Scajola, intends to enhance the strategic role of the boating industry as a flywheel for the development of the tourist sector as a whole.
At the end of the speeches, Mr Scajola and Mr Albertoni signed the sector agreement for the development of synergies and initiatives supporting the internationalisation of pleasure boating. The agreement between UCINA and the Ministry includes the provision of technical support to the Italian Institute for Foreign Trade and is worth 400,000 Euros overall, co-funded by UCINA and ICE, the Italian Institute for Foreign Trade. The signature ceremony was also attended by Mr Umberto Vattani, the President of ICE, and Mr Gianfranco Caprioli, General Manager for internationalisation of the Italian Ministry for Economic Development.
The Boat Show today was visited by publisher Paolo Berlusconi, the Italian Soccer Team coach Marcello Lippi (who is a great lover of boats and fishing), Olympic multi-medal winner Alessandra Sensini and another great champion, Andrea Minguzzi, who won the gold medal in Greco-Roman wrestling at Beijing Olympics.
Today the Show was the stage for TV live broadcasting at a national level starting in the morning with Raisport più, Rai Tre, Dribbling, and the programme Linea Blu, broadcasted by Rai Uno.
Tomorrow’s events
At 10.00 am at the Sea Theatre, presentation of Adriatica - Porti del Mediterraneo, with Patrizio Roversi, followed, at 12.30 pm, by the great celebrations for Italian sailing, with the Federation's President Sergio Gaibisso, the Olympic team, the two medal winners Alessandra Sensini and Diego Romero, and the Federation's junior champions and new talents.
Together with the two leading champions, the event will also be attended by Gianfranco Sibello – who came very close to winning a medal himself -, Olympic finalists Giulia Conti, Gabrio Zandonà, Francesco Marcolini and Edoardo Bianchi, Diego Negri and Luigi Viale; the other members of the Italian Olympic team at Beijing Olympics; the young Matteo Bernard, Optimist European individual champion and team champion with Marco Benini, Guglielmo Cucchiara, Giulia Lantier and Carlotta Omari; the L’Equipe European champions Sara Daccaché and Valeria Pauletti; the 470 junior European champions Luca and Roberto Dubbini; the world Under 15 windsurf champion Catherine Fogli; windsurf ISAF Youth gold medal winner Laura Linares, and many others. In the afternoon at 2.00 pm, presentation of the book "Una valigetta misteriosa ed altre storie" (A mysterious briefcase and other stories) by Vittorio Sambuy, at 3.00 pm presentation of “Carthago Dilecta Est”, the by-now traditional regatta from Fiumicino to Carthage. At 4.00 pm, prize-giving ceremony of the photographic contest “Andar per mare”, by Lega Navale Italiana, at 5.00 pm presentation of the activities of SDA Bocconi Sailing Club. To conclude, at 6.00 pm, prize-giving ceremony of the Italian Endurance Jet-Ski Championship, organised by the Italian Motor Boating Federation. Among tomorrow’s events held at the Press Centre, at 11.00 am Assomarinas press conference and at 3.00 pm presentation of data on the rescue operations performed during the summer season by the Harbour Office - Coast Guard.
